It was just another normal day in District Nine, full of poor people trying to make a cent off of poorer people. It was almost not abnormal when a voice rang out. "Hey, boy, get back here! Someone, stop that thief!" Of course, not many people responded. Except the thief himself, making one huge mistake in turning his head around for a moment, long enough to make eye contact with a peacekeeper. Without a second thought, he took off running. Stealing is punishable by death he reminded himself as he sprinted down the street, leaving the official in the dust. It took only a few seconds to get lost in the crowd that had given up on caring enough to stop someone who'd gotten desperate enough to steal.

The thief wasn't satisfied yet, though. he went slowly through the crowd, but as soon as he got to an alley, he tore off down the side-street, getting as much distance as he could. However, this sent him careening into some poor girl on the next street over, causing them both to fall to the ground.

Fallon had been walking around in the district all the day, waiting for something of importance to happen. She didn't feel like being at home, because her siblings were forced to do hand to hand combat to train. They never bothered with Fallon because she was the youngest female. She was alright with that but not for being so starved she had to look out to the streets for it. She always thought about stealing but the punishment was much greater than what she'd want it to be. She wouldn't have the guts to do it either, she didn't have much of a back bone most days.

Fallon was caught off guard though when something that had been going at such a force came into her and knocked her over. She hit the ground and was startled, she looked and saw a boy, who looked as if he was running away and then she saw the bread, he probably stole it or something. She assumed. She wished she had the guts to do that.

Sighing she got up and she soon began to brush herself off and she held out a hand to the boy who looked to be about the same age as her and she was now waiting for him to respond. She wasn't sure how it'd end up, people were unpredictable sometimes. "Sorry." She said sheepishly.

Storm blinked, a little stunned as he sat up. "Oh, no, I'm the one who should be sorry!" he said as he realized he must have knocked her down. He took her hand to help himself to his feet. He had a good grip on her hand for a moment, and soon realized that it shouldn't be as thin as it was. It wasn't like this wasn't a common occurrence in Nine. Most people were starving here. But the girl didn't seem to be the starving type. He frowned for a second before pulling another loaf of bread from his jacket pocket. "Here, take this as an apology," he said, handing her the fresher-looking loaf. "And don't worry, I paid in full for this one," he said, giving her a smile. "The other guy just forgot that bread is buy one get one free on Mondays,".

Fallon listened to the boy mention that it was his fault and she wasn't one to argue with people. Once she had pulled him up to his feet she looked at him. "Apology accepted." She said and then he started talking about the bread, he mentioned the buy one get one free on Mondays and she laughed a bit, and watched him offer the bread, she didn't want to take it but he was offering and she didn't know how to say no. She took the bread handed out to her. "You know sometimes.." She said drifting off and wanted to make a joke, "it's two for one on Thursdays too." She said with a creeping smile on her face.

Storm seemed a little surprised that this girl went with it, actually laughed a bit. "Really? Wish I'd known that sooner. I hate Mondays," he said, giving another small smile at his own continuation of the joke. It was about now that another thought occurred to him. "Oh, I'm so rude, bumping into you and not giving an introduction. My name's Storm, Storm Avian... And, uh, what should I call you?"

Soon that was when he continued the joke a bit longer and she laughed a more and her arms moved to cradle the bread in her arms that she had. "Well I hate Mondays too." She said to him, and after a bit that was when he had started to introduce himself and she smiled. "Storm's a nice name." She said, it definitely was something different but most days people had interesting names. "I'm Fallon, Fallon King." She to him introducing herself and then she continued to hold the bread. "You do know the punishment for stealing though, don't you?" She asked looking up at him with soft eyes. She didn't like when people got in trouble. Especially if the consequence was high.

Fallon, huh? that's a new one he thought, but it seemed to fit the girl well. "Fallon, huh? Pretty name. It fits you," he said without really thinking about it, so much so that he didn't even really realize what he'd said. The next bit she said, almost seemed like a joke to Storm, and he only just caught himself from laughing. Fallon seemed genuinely concerned for his well-being, even though she'd only just met him. He couldn't make fun of her for that. "Stealing is punishable by death, but stealing is rewardable with life" he said, reciting the old motto his sister had lived by, almost in a trance-like voice. "Don't worry, I know. But once you get as good as me, the benefits out-weigh the risks," he finished, his voice back to its upbeat, happy tone.

Fallon heard him mention her name was pretty and that it had fit her and a light blush had come upon her cheeks as she had heard his kind words. "Uh thanks." She said softly. She knew it was only a compliment, but she rarely got them these days. That was when her expression turned a bit dull as he mentioned the bread thing. She sighed softly, "Stealing gets you in trouble though, and I know if it's only if you get caught, but you don't want to be doing it for the rest of your life." She said softly to him and she was't sure she was even in place to say that, she didn't know him nor his life, she had just met him, and yet she felt no matter who she was talking to she had to try and talk them out of stealing although, she normally backs down once people get angry. Sighing she folded her arms over her chest and then looked at the ground. "Forget about it." She mumbled softly.

Storm noticed the girl's voice get softer, briefly wondering why she did that. He shrugged her response. It was obvious she couldn't convince him. "Don't get me wrong, I appreciate the concern," he said, giving her another half-smile, "But trust me, once you spend fifteen years doing it, you don't want to stop," Nor, can you stop he thought.

Fallon nodded as he mentioned that he was still going to do it. Couldn't teach people to do things different and you couldn't change them, you shouldn't change them she thought. She shook her head lightly and then she had remembered that she had to get home, and help her family out, she didn't want to, but she had to attend to them and because she wasn't being trained for the games she was being trained to be a good house wife, that's all she was to them. A women to do their bidding. "Well, I actually have to go, it was nice meeting you." She said to him nodding and then she rushed off.

Storm nodded as well. "Pleasure's all mine. Take care, enjoy the bread!" he had to raise his voice for her to hear the last part, as she was already rushing off. The boy turned away, heading off down the street with a grin now, a display of happiness that he hadn't had in almost two years now.
