Brief History: GOt a whipping once for talking about uprising. Her mother was killed trying to save her. Since then, she only talked in secret to the horses or cows about the Capitol. She is often called to kill the birds so has developed good aim at archery, despite faking misses to protect the animals. Her father is strong and works hard to support her family. Her older brother was always there for her throughout the years and she loves him very much. She is good at hand-to-hand fighting since she got in to so many fights as a child
Physical Appearance: She has long wavy brown hair that cuts off evenly at her waist. It is often tied into a simple ponytail to give her more freedom to run and work. She has emerald green eyes and angular features. She is medium height. Her back is laced with scars from the whipping she'd received 4 years ago.
Personality: She is extremely intelligent and witty. She is fierce and extremely determined. She is loyal and loves animals. She also prefers to be alone, though she can be a lot of fun to be around.

Brief History: Forced to begin work for family when he was four. His sister had just been born, so he needed to support his family while his parents cared for his sister. He had hated his sister then. As she grew up, he started to love her and took care of her often. His mother died when he was ten, trying to rescue his sister from a whipping. He had held his sister, crying in his arms, for two days and two night while she cried after that. Ever since then, they have grown much closer.
Physical Appearance: He has brown hair and hazel eyes. He is slightly taller than average and well muscled from work. He resembles his sister, except his face is slightly softer and not as angular. His skin has a tan from the work, and his hands are calloused.

You didn't have to make a whole different character for the brother, you just had to give a name to Alliana's brother.
Now, if you want to make him into a character, then you still need to fill out some things (Like, Personality and his district, which I guess is 10)
But, if you don't want to make him into a character, then you can just edit your other character sheet (for Alliana) and stick her brother's name in there.

Brief History: She was abandoned as a little kid and found in the fields by a lady who took her in. She was 2 and kept repeating her name, Lila Wolf. She always had a fascination with electronics and was always playing with gears and making clockwork figures. She didn't like the Capitol that much but dealt with them, believing everything fell one day, so the Capitol would too.
Physical Appearance: She has black hair and brown eyes. Her skin is tan. Her arms are a little bit too thin, but she is still quite strong. She has childlike but not babyish features. She is small and light.
Personality: She is smart and outgoing. She is also very intelligent and gets good grades. Though her mother is rich, she is very humble. She is sort of a tomboy and isn't afraid to get her clothes dirty for a little fun. She believes she is able to win the Hunger Games one day and trains often by herself.
